National Strategy for E-Commerce Approved by the Government of Nepal

"The government approves the national strategy for e-commerce sector that is likely to facilitate the e-commerce business in Nepal."

Government spokesperson and Minister for Communications and Information Technology, Dr Yubaraj Khatiwada, said that the national strategy for e-Commerce that was passed by the cabinet in June has been approved by the government and one year time is given to draft guidelines and regulations regarding the strategy.

This bill has been brought to manage and regulate the purchase and sale of goods, services and intellectual property using electronic means. The preamble of the bill mentions to make the process of purchase and sale easy, fast, economical, reliable, quality, timely and reliable for the convenience. As there are no proper rules and regulations to abide by the e-commerce sector, consumers are being exploited and are facing several difficulties, and so are some e-commerce startups

The strategy has provisions such as- registration of e-commerce startups following legal procedures; legal action against false advertisements, faulty goods and false information; provision of warranty, exchange, refund; fines and penalties if any rule is violated, etc.

Currently, there are several e-commerce startups like daraz, sastodeal, hamrobazar, muncha.com, foodmandu, etc. that are giving their services online. As there is no restriction regarding e-commerce, the online business is growing unhealthy competition day-by-day. As a result, the existing startups are losing their customer’s trust and are searching for a way to establish them as a legit business organization in the market. 

The stakeholders and founders of these e-commerce startups believe that introduction of flexible laws and regulations will aid the e-commerce sector to grow positively along with the surge in internet users. Also, they added that the government does not have to wait for a year to introduce the guidelines as its already been pretty late in forming legal boundaries and guidelines.

It has become possible to apply online for embossed number plates on all types of vehicles in Bagmati Pradesh. In the first phase, the Department of Transport Management will start distributing embossed number plates on all types of vehicles in Bagmati Pradesh from July 16.

 

Motorcycle and scooter owners can apply for embossed number plates from home. Click on the 'Embossed Number Plate' button on the department's website dotm.gov.np and fill in the required details. After filling the details, the details you have filled can be printed.

Customers who apply online in this way must have paid the revenue of their vehicle. As this service will initially be available only in the Bagmati Zone, it will have to be submitted to the Gurjudhara Transport Management Office (Motorcycle) and the revenue filing will be submitted to Global IME Bank. The number plate of motorcycles and scooters will cost Rs 2,500. The number plate for three-wheelers shall cost Rs 2,900, Four-wheeler's number plate will cost Rs 3,200 and heavy vehicles' number plate shall cost Rs 3,600.

Thus revenue filing, tax paid documents and all the documents mentioned in the online system should be submitted to the Transportation Management Office Gurjudhara for verification. The Department of Transport Management has stated that the printing of embossed number plates will start after verification from the concerned office. After that, the customer will get the information whether his number plate is ready or not through SMS.

"Website should immediately shut down if the Government directs"

The website will be shut down immediately if the government and the regulator Nepal Telecommunication Authority give instructions. Such provision has been made in the schedule of the Internet (including email) service operation regulation 2077 recently issued by NTA.

Schedule 15.10 of the regulations states that the website sent by the Government of Nepal or the Authority should be shut down from time to time. The schedule stipulates that the service provider must adhere to the terms of the Internet when placing content on the website that is accessible to the public and providing user access to the content on the website.

The regulations passed by the NTA Board of Directors meeting on July 19 stipulate that the service providers should make necessary arrangements to keep certain types of materials and information through the Internet to the customers, to flow, distribute, sell and prevent access to such materials.

The service provider will have to make necessary arrangements to prevent access to child sexual content and similar websites. Similarly, Nepal's sovereignty, integrity and national infringement and access to material that would be in violation of the Constitution should also be restricted.

The service provider is also responsible for ensuring that pornographic material defined by the prevailing law, which is contrary to public etiquette or morality and disrupts relations between different races, ethnicities, religions, classes, genders, or communities. Materials such as provocation to disturb social harmony, horrific scenes, pictures, articles with excessive violence, and materials that endanger national security and the safety of citizens are also banned.

The annual program prepared by NTA for the current fiscal year also includes a plan to purchase content filtering for one billion rupees so that internet content can be blocked. NTA had been instructing the service providers to ban pornographic websites on the internet as per the previous special directive on the operation of internet and email services which was repealed by the regulations.

However, the directive did not include any restrictions on other websites. For the first time since the new regulations, the government has issued a directive that any website can be shut down.

PM Oli: Devanagari script in vehicle embossed number plate

"The use of Nepali language in the embossed vehicle number plate will help protect Nepali language and originality."

Prime Minister KP Sharma Oli has said he was positive on the use of Devanagari script in-vehicle embossed number plates. Chancellor at Nepal Academy Ganga Prasad Upreti had drawn the attention of the Prime Minister in this regard on Wednesday. 

Prime Minister Oli assured that he would stop the use of the English language in consultation with the concerned ministries and agencies.

Prime Minister Oli was briefed by Vice-Chancellor Upreti on the use of Devanagari script on the High-Security Embossed Vehicle number plate to protect the Nepali language, national security, nationality, constitution and originality. As per the decision of the Government of Nepal. Even in some rural and rural areas, the percentage of English language literacy is very low.

Until now, the number plates of government, corporate, public and private vehicles in Nepal have been written in Devanagari script, said Ganga Prasad Upreti.
