National Strategy for E-Commerce Approved by the Government of Nepal
"The government approves the national strategy for e-commerce sector that is likely to facilitate the e-commerce business in Nepal."
Government spokesperson and Minister for Communications and Information Technology, Dr Yubaraj Khatiwada, said that the national strategy for e-Commerce that was passed by the cabinet in June has been approved by the government and one year time is given to draft guidelines and regulations regarding the strategy.
This bill has been brought to manage and regulate the purchase and sale of goods, services and intellectual property using electronic means. The preamble of the bill mentions to make the process of purchase and sale easy, fast, economical, reliable, quality, timely and reliable for the convenience. As there are no proper rules and regulations to abide by the e-commerce sector, consumers are being exploited and are facing several difficulties, and so are some e-commerce startups.
The strategy has provisions such as- registration of e-commerce startups following legal procedures; legal action against false advertisements, faulty goods and false information; provision of warranty, exchange, refund; fines and penalties if any rule is violated, etc.
Currently, there are several e-commerce startups like daraz, sastodeal, hamrobazar, muncha.com, foodmandu, etc. that are giving their services online. As there is no restriction regarding e-commerce, the online business is growing unhealthy competition day-by-day. As a result, the existing startups are losing their customer’s trust and are searching for a way to establish them as a legit business organization in the market.
The stakeholders and founders of these e-commerce startups believe that introduction of flexible laws and regulations will aid the e-commerce sector to grow positively along with the surge in internet users. Also, they added that the government does not have to wait for a year to introduce the guidelines as its already been pretty late in forming legal boundaries and guidelines.
