Twitter is launching tweets that disappear in 24 hours called “Fleets” globally, echoing social media sites like Snapchat, Facebook, and Instagram that already have disappearing posts.

The company says the ephemeral tweets, which it calls “fleets” because of their fleeting nature, are designed to allay the concerns of new users who might be turned off by the public and permanent nature of normal tweets.

Fleets can’t be retweeted and they won’t have “likes.” People can respond to them, but the replies show up as direct messages to the original tweeter, not as a public response, turning any back-and-forth into a private conversation instead of a public discussion.
Twitter tested the feature in Brazil, Italy, India, and South Korea, before rolling it out globally.

Fleets are a “lower pressure” way to communicate “fleeting thoughts” as opposed to permanent tweets, Twitter executives Joshua Harris, design director, and Sam Haveson, product manager, said in a blog post.

The news comes the same day Twitter CEO Jack Dorsey and Facebook CEO Mark Zuckerberg faced questions from a Senate Judiciary Committee about how they handled disinformation surrounding the presidential election. Both sites have stepped up action taken against disinformation. Zuckerberg and Dorsey promised lawmakers last month that they would aggressively guard their platforms against being manipulated by foreign governments or used to incite violence around the election results — and they followed through with high-profile steps that angered Trump and his supporters.

The new “Fleets” feature is reminiscent of Instagram and Facebook “stories” and Snapchat’s snaps, which let users post short-lived photos and messages. Such features are increasingly popular with social media users looking for smaller groups and more private chats.

A report in AP states that Twitter has added a warning to one of President Donald Trump’s tweets about protests in Minneapolis, saying it violated the platform’s rules about “glorifying violence.”

Trump, a prolific Twitter user, has been at war with the company since earlier this week when it for the first time applied fact checks to two of his tweets. Those were about mail-in ballots. 

The third tweet to be flagged came amid days of violent protests over the death of George Floyd, a handcuffed black man who pleaded for air as a white police officer kneeled on his neck.

“These THUGS are dishonoring the memory of George Floyd, and I won’t let that happen,” Trump tweeted about the protesters. “Just spoke to Governor Tim Walz and told him that the Military is with him all the way. Any difficulty and we will assume control but, when the looting starts, the shooting starts. Thank you!”

Twitter did not remove the tweet, saying it had determined it might be in the public interest to have it remain accessible. It does that only for tweets by elected and government officials. But the tweet was hidden so that a user looking at Trump’s timeline would have to click on the warning to see the original tweet. 

The earlier tweets that Twitter flagged were not hidden but did come with an option to “get the facts about mail-in ballots,” a link that led to fact checks and news stories by media organizations. Those tweets called mail-in ballots “fraudulent” and predicted that “mailboxes will be robbed,” among other things.

Twitter’s decision to flag Trump’s tweets came as the president continued to use the platform to push a debunked conspiracy theory accusing MSNBC host and former congressman Joe Scarborough of killing a staffer in his Florida congressional office in 2001. Medical officials determined the staffer had an undiagnosed heart condition, passed out and hit her head as she fell. Scarborough, who was in Washington, not Florida, at the time, has urged the president to stop his baseless attacks. The staffer’s husband also recently demanded that Twitter remove the tweets. The company issued a statement expressing its regret to the husband but so far has taken no other action.

On Thursday, Trump targeted Twitter and other social media companies by signing an executive order challenging the laws that generally protect them from liability for material users post on their platforms.

The order directs executive branch agencies to ask independent rule-making agencies including the Federal Communications Commission and the Federal Trade Commission to study whether they can place new regulations on the companies, though experts express doubts much can be done without an act of Congress.

The president and fellow conservatives have claimed for years that Silicon Valley tech companies are biased against them. But there is no evidence for this, and while the executives and many employees of Twitter, Facebook, and Google may lean liberal, the companies have stressed they have no business interest in favouring one political party over the other.

The digital ministry filed legal complaints with cybercrime police after the two social media companies missed 15-day deadlines to comply fully with court-issued takedown orders from Aug. 27, the digital minister, Puttipong Punnakanta, said.

No action was taken against Alphabet's Google GOOGL.O as originally suggested, as it took down all the YouTube videos specified in the order late on Wednesday, Puttipong said.

“This is the first time we’re using the Computer Crime Act to take action against platforms for not complying with court orders,” Puttipong told reporters.

“Unless the companies send their representatives to negotiate, police can bring criminal cases against them. But if they do, and acknowledge the wrongdoing, we can settle on fines.”

He did not disclose details of the content or say what laws it had violated. The complaints were against the U.S. parent companies and not their Thai subsidiaries, he said.

The ministry will file more such takedown requests to Facebook, Twitter, and Google, asking them to remove more than 3,000 items from their platforms, with content ranging from pornography to criticism of the monarchy, Puttipong said.

Twitter declined to comment, while Facebook and Google did not respond to Reuters’ requests for comment.

Thailand has a tough lese majeste law that prohibits insulting the monarchy. The Computer Crime Act, which outlaws the uploading of information that is false or affects national security, has also been used to prosecute online criticism of the royal family.

In recent years, authorities have filed court orders with requests to social media platforms to restrict or remove perceived royal insults and other illegal content like gambling or copyright violations.

Under the Act, ignoring a court order can result in a fine of up to 200,000 baht ($6,347), then 5,000 baht ($159) per day until the order is observed.

The ministry also filed separate cybercrime complaints against five people who it said criticized the monarchy on Facebook and Twitter during a major anti-government demonstration at the weekend, Puttipong said.

Twitter is rolling out voice tweet feature for more iOS users. The micro-blogging site had started testing the feature in June but now the feature has been available for more iOS users.

Announcing the new feature, Twitter wrote on its official handle, “We’re rolling out voice Tweets to more of you on iOS so we can keep learning about how people use audio. Since introducing the feature in June, we've taken your feedback seriously and are working to have transcription available to make voice Tweets more accessible. Transcription for audio and video is part of our larger plan to make Twitter accessible for everyone across all features, both existing and new.”

iPhone users will find the option of posting the voice tweets in the compose box. The users can tap on the voice tweet option, record a voice tweet, and post it. The tweet will appear on the feed just like text tweets do, followers can simply click on the voice tweets to play it.

Along with it, Twitter is also working on transcribing the tweets for people with disabilities after facing criticism for not having an accessibility feature for all users.

"Testing voice Tweets earlier this summer made us realize how much work we still need to do as a company, and we made a commitment to make Twitter more inclusive for the disabled community creating a dedicated team to focus on greater accessibility, tooling, and advocacy across all of our products,” Kayvon Beykpour, Twitter Product Lead, said in the blog.
