Nepal Police’s First Ever Mobile App Launched in Gandaki Zone

"Nepal Police launches its mobile app to regulate technology-friendly service."

Nepal Police has launched its first-ever ‘Nepal Police’ mobile app in Kaski. It is a pilot project launched with the objective of regulating the work of Nepal Police as a technology-friendly service. 

The app has already been made public at a press conference via video conference amidst the pandemic. The app was launched by Office Chief Superintendent of Police, Jeevan Kumar Shrestha.

The app aims to maintain overall peace and security in the district and allows the public to inform the police about incidents and crimes from their residence or the crime scene quickly; and, helps to prevent further damage and to stop the crimes immediately. There are provisions to report the police about domestic violence, looting, theft, death, car accident, fraud, sexual offences, drugs, missing persons, weapons and explosives. 

The ‘Nepal Police’ app is in Google Play Store and is supported by both Android and iPhone. The main features of this app are- Panic Mode (BETA) that allows the operations department to respond promptly in case of emergency situations, Emergency Numbers, Police Stations Nearby, Report Incident, News, Guidelines and FM (Metro Traffic FM 95.5.).

IBM quits facial recognition, joins call for police reforms

IBM is getting out of the facial recognition business, saying it’s concerned about how the technology can be used for mass surveillance and racial profiling.

Ongoing protests responding to the death of George Floyd have sparked a broader reckoning over racial injustice and a closer look at the use of police technology to track demonstrators and monitor American neighborhoods.

IBM is one of several big tech firms that had earlier sought to improve the accuracy of their face-scanning software after research found racial and gender disparities. But its new CEO is now questioning whether it should be used by police at all.

“We believe now is the time to begin a national dialogue on whether and how facial recognition technology should be employed by domestic law enforcement agencies,” wrote CEO Arvind Krishna in a letter sent Monday to U.S. lawmakers.

IBM’s decision to stop building and selling facial recognition software is unlikely to affect its bottom line, since the tech giant is increasingly focused on cloud computing while an array of lesser-known firms have cornered the market for government facial recognition contracts.

“But the symbolic nature of this is important,” said Mutale Nkonde, a research fellow at Harvard and Stanford universities who directs the nonprofit AI For the People.

Nkonde said IBM shutting down a business “under the guise of advancing anti-racist business practices” shows that it can be done and makes it “socially unacceptable for companies who tweet Black Lives Matter to do so while contracting with the police.”

Krishna’s letter was addressed to a group of Democrats who have been working on police reform legislation in Congress fueled by the mass protests over Floyd’s death. The sweeping reform package could include restrictions on police use of facial recognition.

The practice of using a form of artificial intelligence to identify individuals in photo databases or video feeds has come under heightened scrutiny after researchers found racial and gender disparities in systems built by companies including IBM, Microsoft and Amazon.

IBM had previously tested its facial recognition software with the New York Police Department, although the department has more recently used other vendors. It’s not clear if IBM has existing contracts with other government agencies.

Many U.S. law enforcement agencies rely on facial recognition software built by companies less well known to the public, such as Tokyo-based NEC or the European companies Idemia and Cognitec, according to Clare Garvie, a researcher at Georgetown University’s Center on Privacy and Technology.

A smaller number have partnered with Amazon, which has attracted the most opposition from privacy advocates since it introduced its Rekognition software in 2016.

Krishna’s letter called for police reforms and noted that “IBM firmly opposes and will not condone uses of any technology, including facial recognition technology offered by other vendors, for mass surveillance, racial profiling” and human rights violations.

Civil liberties advocates have raised concerns in recent weeks about the use of surveillance technology to monitor protesters or to enforce rules set to curb the coronavirus pandemic.

Even before the protests, U.S. senators this year had been scrutinizing New York facial recognition startup Clearview AI following investigative reports about its practice of harvesting billions of photos from social media and other internet services to identify people.

Joy Buolamwini, a researcher at the Massachusetts Institute of Technology whose research on facial recognition bias helped spur IBM’s re-examination of the technology, said Tuesday she commends the congressional police reform package for seeking restrictions on the use of police body cameras to scan people’s faces in real-time.

But she said lawmakers can go further to protect people from having governments scan their faces on social media posts or in public spaces without their knowledge.

“Regardless of the accuracy of these systems, mass surveillance enabled by facial recognition can lead to chilling effects and the silencing of dissent,” Buolamwini wrote in an email sent from Boston’s city hall, where she was testifying in support of a proposed ban on facial recognition use by municipal agencies. San Francisco and several other U.S. cities have enacted similar bans over the past year.

Traffic Police instructed to file cases against the drivers who don’t follow the odd-even rule

"Nepal government has allowed private vehicles to operate on an odd-even basis. The Home Ministry has asked them to be strict as they have not complied with the directive."

The Home Ministry has directed to tighten the security as soon as the infection of Covid 19 spreads in the Kathmandu Valley. Following the instructions of the Home Ministry, it has started strictly checking whether the passengers in the vehicles are wearing masks or not, whether more people than specified are traveling or not.

Nepal government has allowed private vehicles to operate on an odd-even basis. Although two people on a motorcycle and more than three people in a private car are not allowed to travel, the Home Ministry has asked them to be strict as they have not complied with the directive.

Following the letter from the Home Ministry, the Metropolitan Traffic Police has set up checkpoints at 56 places.

During the checking, action has been initiated against the vehicles that do not follow the instructions of the government.

"We have been holding vehicles that do not follow the government's instructions for a few hours to three days," he said. If anyone is disobedient and or does not oblige to follow the rule, we have been instructed to file a case against them, ”said Traffic Police Chief Bhim Prasad Dhakal.

Dish Media Network Ltd., a satellite television distributor, has launched a mobile app that allows you to watch television on your mobile phone. The company had recently launched a mobile app called 'DishHome Go' to allow customers using its DTH service to watch television on their mobile phones through the internet.

For the first time in Nepal, HBO channels can be watched on mobile in the same app. "This is the first time that HBO's channel has been made available on the OTT app of a television service provider in Nepal," said Sudip Acharya, managing director of DishHome. It has all the channels of HBO available. '

DishHome has given its users the facility to watch 20 channels on their mobile through DH Go. The 20 channels include HBO, HBO Signature HD, HBO Family HD, HBO Hits HD and Cinemax.

The company also said that Dishhome users can easily watch new English movies on their mobile phones anywhere and anytime.

Dishhome has made the television channels available in the set top box available on mobile through OTT (over the top) technology of the Internet. According to the company, there is no additional charge for using this app. DishHome users will be able to use this service for free using the customer ID of DTH connection.

The company has stated that this service has been launched especially for the convenience of DishHome users. "Our plan is to connect users to DishHome even if they have to stay out of the house one day," said Acharya.

Dishhome users will be able to use the service by downloading the Dishhome Go OTT app from the Google Play Store for Android and the App Store for Apple. The company has stated that users other than DishHome customers will not be able to use this app.

New Apple Privacy Rules for its Mobile Devices

Facebook is pushing back on new Apple privacy rules for its mobile devices — and putting app developers in the middle.

Apple will soon require apps to ask users for permission to collect data on what devices they are using and to let ads follow them around on the internet. The social network said Wednesday that those rules could reduce what apps can earn by advertising through Facebook’s audience network.

Facebook said it expects “less impact” on its own advertising revenue than on the ad-supported businesses that rely on its audience network to promote their apps. The audience network allows Facebook and Instagram advertisers to place their ads elsewhere on the internet.

Apple says the latest version of its mobile operating system, iOS 14, is designed to protect people’s privacy. It will require apps to ask users for permission to collect and share data using a unique code that identifies their iPhones and iPads. The update is due later this fall.

Facebook said that because of this change, it will no longer collect the identifier for advertisers on its own apps for iOS 14 devices. It is also asking businesses to create new ad accounts dedicated solely to running ads for apps for iOS 14 users in order to comply with Apple’s new rules.

Apple, on the other hand, said it is intent on giving people more choice over how they want to be tracked by companies on the internet — and the ability to say no if they don’t.

David Chavern, CEO of the news-publisher trade group News Media Alliance, said the change is “more annoying than material.” But he added that it could still cost publishers money by making ads on their apps less valuable to advertisers.

The annoying part comes from the loss of revenue at a time when all revenue is important, and the unilateral nature of Apple’s decision,” he said. “They decide and the rest of the world just has to adapt.
